Do you pay for app ideas?

Do you pay for app ideas? I get this question so much I thought hey maybe I should reach out and see if there are any developers who pay for other people’s app ideas, and then produce the app – ? And if so, why and how do they do it?

There are tons of different arrangements from a profit-sharing standpoint. What I’m looking for here is – someone says “hey for 5% of the app profits for a year, can I give you my app idea, you produce and publish it and then pay me the 5% of all profits for a year.”
